He has been vocal about his criticism of the black-blue government coalition for prioritizing "roast pork in constitutional rank" and wind power ban zones, which he believes are harmful to Upper Austria's industrial location[6].

One of Winkler's key projects is Respekt.net, a platform he founded in 2010 to support causes such as combating xenophobia, advocating for tax justice, and promoting transparency[7]. The platform aims to foster socio-political engagement in Austria.

Winkler's appointment comes after a months-long search for a new leader for the Upper Austrian SPÖ. The search began in November of the previous year when Michael Lindner announced his withdrawal from politics for private reasons[8]. Alois Stöger has been managing the SPÖ since then, with the task of finding a new leader with economic expertise to improve declining poll numbers and lead the party into the 2027 state election[9].
