In a noteworthy turn of events, the Mobility Act has cleared the final hurdle in the state parliament, following a prolonged debate. The bill received votes from the Greens and CDU, whereas the SPD, FDP, and AfD chose to vote against it.transport minister Winfried Hermann (Greens) enthused in the plenary session, "I'm confident that, with this law, we'll strike a balance between mobility and climate protection."

The law commits to laying the groundwork for the implementation of a fee to finance the enhancement of public passenger transit. Municipalities will have the power to levy residents or vehicle owners in the future. In return, citizens will receive a credit for utilizing local public transportation, which can be exchanged for time cards. However, it's crucial to note that the mobility pass can only be implemented if an adequate public transit network is already in place.

The CDU's pressure has led to some amendments in the initial draft of the law, with the mobility pass being scaled back. Previously, cities were also granted the option of a city toll and a fee for employers.

Moreover, the law will facilitate the appointment of so-called coordinators to oversee the development, construction, and maintenance of safe and continuous bike networks in cities and districts. Nevertheless, due to resistance from municipalities, coordinators can now opt out of being funded by the state. In the future, cities and municipalities can effectively manage parking lots by employing vehicle scanning to identify misparked vehicles.
