Governor Viktor Tomenko of Altai Krai has initiated an expansion of support measures for large families, as a draft amendment to the regional law "On the Free Allocation of Land Plots in Ownership" has been prepared. This draft amendment is set to take effect from January 1, 2026.

The draft amendment applies to families with three or more children, broadening the purposes for which land plots allocated to large families can be used. This includes personal gardening and farming. Notably, the change in the draft amendment extends the option for monetary compensation to large families with three children, not just those with four or more.

Under the previous regulations, the monetary compensation option was only available for large families with four or more children. However, the new draft amendment provides the right for large families with three or more children to choose a monetary compensation instead of land.

It is important to note that the draft amendment continues to apply only to families on the waiting list for free allocation of land plots. Governor Tomenko has not been reported to have made any additional instructions regarding the preparation of the draft amendment.

The regional government believes that this change will ensure equal conditions for all large families in the Altai Krai region. The extensions of support measures for large families were enacted by Governor Tomenko starting on September 1, 2025.

The draft amendment does not specify any changes to the effective date, which is still January 1, 2026. Moreover, it does not affect the right for large families to choose between monetary compensation and land. The draft amendment is still set in the Altai Krai region.

The expansion includes a draft amendment to the regional law "On the Free Allocation of Land Plots in Ownership". Governor Tomenko has instructed the preparation of the draft amendment, and the draft document applies to large families who are on the waiting list for free allocation of land plots. The draft amendment allows large families to opt for monetary compensation instead of land.
