The German Judges' Association (DRB) has welcomed a new rule of law package announced by the Federal Government, which aims to strengthen the judiciary and address staff shortages.
In a statement to the "Süddeutsche Zeitung" on Wednesday, Sven Rebehn, the Federal Managing Director of the DRB, underscored the severity of the issues in the judiciary and the need for swift federal-state agreement to address these concerns.
According to Rebehn, there are currently around 2,000 public prosecutors and judges missing in the criminal justice system, leading to nearly one million unsolved cases and longer duration of criminal proceedings. This situation, he emphasized, cannot afford any further delay.
The new rule of law package, which will provide funding for the judiciary up until 2029, includes a pledge of 450 million euros from the Federal Government. The DRB has expressed its belief that this initial funding underscores the Federal Government's commitment to the rule of law.
The package aims to strengthen the judiciary by creating thousands of new positions for judges, public prosecutors, and non-judicial court staff, and by pushing uniform digitization measures across federal and state courts. This initiative updates and continues an earlier federal-state pact first announced for the 19th legislative period (2018) that already led to the creation of several thousand posts.
According to a July 2025 report, states had filled the majority of earlier new positions, with some states, such as Berlin and several Länder, reported as having filled all newly created judge/prosecutor positions. The 2025 package is seen as a renewed drive or extension of those efforts to close remaining gaps and add further staff.
Rebehn called for a federal-state agreement to be reached this year, committing the federal states to create additional posts for judges and public prosecutors. He also emphasized the urgency of the funds reaching the courts and public prosecutors' offices promptly.
The DRB has expressed its support for the funding package and believes that it is a significant step towards addressing the massive problems in the judiciary. The association looks forward to working with the Federal Government and the Länder to ensure that the funds are used effectively and that the judiciary is strengthened for the benefit of all citizens.
