Federal authorities in NRW thwart display of Reich war flag and installation of Nazi slogans by police force

In a significant development, the Federal Police in Duisburg near the main station made an arrest on September 6, 2025. A group of three individuals, including a 22-year-old man, were apprehended after being suspected of having connections to the Islamist terrorist group Islamic State (IS).

The 22-year-old man, whose identity has not been disclosed, was suspected of displaying symbols of unconstitutional and terrorist organizations. The group had plans to visit the air-raid shelter "Honigbunker" in Duisburg-Meiderich/Beeck.

Upon questioning, the 22-year-old man hesitated about carrying prohibited or dangerous items. A search was initiated, during which he admitted to carrying various knives, a dagger, and an axe. A video camera with a tripod was also found in his backpack.

The man requested a hearing before the search began. The criminal offense under investigation is the use of symbols of unconstitutional and terrorist organizations, as per § 86a Abs. 1 Nr. 2 StGB. The Federal Police initiated an investigation and seized the affected items.

The group consisted of a 22-year-old, a 16-year-old, and another 16-year-old. The man was wearing a camouflage uniform, combat boots, and carrying a large backpack. The group's plan was to raise the imperial war flag or attach Nazi symbols and slogans at the shelter.
