FDP takes a new action to impede the expansion of XXL
Baden-Württemberg's State Parliament Size Limit Initiative Advances
The Free Democratic Party (FDP) in Baden-Württemberg has launched a citizen's initiative to limit the size of the state parliament, aiming to improve efficiency and reduce costs. The initiative, which seeks to enforce a stricter cap on the number of parliamentary seats, was officially submitted or is in the process of being submitted as of May 2022.
According to the current election law, the state parliament must have at least 120 seats. However, the increasing number of parliamentarians due to the current electoral laws, which allow for additional compensation seats, has raised concerns. The FDP's initiative aims to address this issue by limiting the state parliament to 120 members or slightly more.
The FDP faction in the State Parliament of Baden-Württemberg is collecting signatures from May to prevent an enlargement of the state parliament, often referred to as the "XXL state parliament." Party leader Hans-Ulrich Rülke believes the chances of the citizen's initiative are good.
The citizen's initiative against the XXL state parliament is not a new one. In a previous attempt by a private individual, the initiative failed. However, the Constitutional Court of Baden-Württermark has now ruled in favour of the FDP's citizen's initiative to limit the size of the state parliament.
As of now, the state parliament currently has 154 members of parliament, due to overhang and balancing mandates. After the state election, the liberals expect more than 200 parliamentarians. The FDP's concern is that the new electoral system could lead to an increase in overhang and balancing mandates.
The signature collection for the citizen's initiative will start on May 5th. The initiative needs to undergo validation steps, including signature verification and deliberation within the state parliament or triggers for a referendum. At this stage, there is no final decision or implementation yet.

It is worth noting that the citizen's initiative does not play a role in the current state of the XXL state parliament, as it is still in the process of being carried out. A possible referendum will not play a role for the state election in 2026.
