Adam Chan Joins as Senior Advisor

Adam Chan, named as National Security Counsel, will serve as Chairman Carr's senior advisor on all national security matters. Chan brings valuable experience to the role, having worked as a law clerk to the Hon. Judge Steven J. Menashi of the U.S. Court of Appeals for the Second Circuit and interned at the DOJ's National Security Division, in the office of then-Commissioner Carr.

Andy Hendrickson Takes Charge of OET

In another significant move, Andy Hendrickson has been appointed as the Chief of the FCC’s Office of Engineering and Technology (OET). Hendrickson, who took up the role in August 2025, is the FCC’s principal technical adviser on spectrum policy, equipment authorization, and regulatory standards to keep pace with communications sector advances.

Before this role, Hendrickson served as the Chief Technology Officer at the FCC’s Enforcement Bureau, starting in October 2024. He advised on emerging technologies, enforcement issues, cybersecurity, artificial intelligence, 911, and network outage mitigation. In the private sector, Hendrickson worked over nine years at Verizon as senior director of the cloud platform and contributed to Verizon’s 5G rollout. He also held roles as a solution architect at Esri and manager of spatial data analysis at Verizon Wireless. Additionally, he lectured part-time on environmental geomatics at Rutgers University.

Ira Keltz, who served as the Acting Chief of OET before Hendrickson's appointment, has returned to his role as deputy chief.

Greg Watson Named Chief of Staff

Greg Watson has been named Chief of Staff for the Office of FCC Chairman Carr. Watson will oversee policy and strategic initiatives, communications, and operations within the Chairman's office. He regularly engages with senior staff in Congress and the Executive Branch.

Scott Delacourt has been named Chief of Staff for the FCC. He will direct FCC strategic initiatives, management, policy, and operations. Delacourt brings a wealth of experience from Wiley Rein LLP and previous positions at the FCC.

Additionally, Danielle Thumann has been appointed Senior Counsel - Wireline, Public Safety, and Consumer Protection, serving as Senior Counsel to FCC Chairman Carr on matters before the Wireline Bureau, the Public Safety and Homeland Security Bureau, and the Consumer and Governmental Affairs Bureau. Callie Coker, appointed as Legal Advisor, will serve in the Office of Chairman Carr. Anthony Patrone, Legal Advisor, will serve in the Office of Chairman Carr. Drema Johnson, Confidential Assistant, will serve in the Office of Chairman Carr, managing administrative operations, scheduling, and travel arrangements for Chairman Carr.

Arpan Sura, who has previous experience at Hogan Lovells, Sprint, and Arnold & Porter, and graduated with distinction from William & Mary Law School, will also serve as Senior Counsel to FCC Chairman Carr on matters before the Wireless Bureau, the Space Bureau, the Office of Engineering and Technology, and the Office of International Affairs.
