That's why he's pushing for reduced social interactions and fewer get-togethers during this crucial time. A tough November, according to Brinkhaus, is better than a crippling COVID wave post-Christmas that would put the entire country on ice for a long stretch.

Brinkhaus pleads with state leaders to follow Merkel's call for a partial lockdown in Germany in November. He's hopeful the bigwigs will back her plan. "I hope they'll agree with it," says Brinkhaus. "I'm counting on reason and the insight of the minister-presidents." For unity's sake, he states, the signal must go out today.

Unity and widespread agreement are critical for the new measures to fly. According to Brinkhaus, the rules need to apply uniformly across the country. "I hope these measures will be uniform this time," he notes. "I believe the people generally expect us to band together now."

The core aspects of their plan included using hospitalization incidence as the main factor, setting action thresholds based on the number of daily hospitalizations, and grounding these thresholds in revised Infection Protection Act[1]. The thresholds were designed to provide clear, decisive guidance in public health decision-making and curb the risk of ineffective or delayed responses.
