Expatriates with expired passports now authorized to register to vote by the Electoral Commission
The Bangladesh Election Commission (EC) has issued a circular outlining the process for voter registration and national ID issuance for Bangladeshi expatriates. This circular, titled "Voter Registration and National ID Issuance for Bangladeshi Expatriates," specifies the required documentation and procedures.
All concerned are requested to take necessary actions in accordance with this circular. The EC is responsible for the registration and management of expatriate voters.
For the registration process, an online application form-2 is required for all Bangladeshi expatriates. A copy of a valid or expired Bangladeshi passport, foreign passport, and attestation certificate by three Bangladeshi National ID (NID) holders are required documents.
In addition, a copy of a Bangladeshi birth certificate (online verified) is necessary for voter registration. For applicants falling under Category C in the 56 Upazilas/thanas in Chattogram Division, a "Special Information Form" containing additional details is required.
Documents marked with an asterisk (*) must be submitted at the registration center. These include a copy of utility bill with address or holding tax receipt, citizenship certificate by a councillor, chairman/mayor/CEO/administrator (if applicable), copies of educational certificates (JSC/SSC/HSC/Equivalent), driving license, Tax Identification Number (TIN), Nikahnama (marriage certificate) and spouse's NID (if applicable), and copies of parents' NID, Bangladeshi birth certificate (if deceased), passport, succession certificate, citizenship certificate as a resident of Bangladesh, and dual citizenship certificate (if applicable).
However, these documents are optional but can be submitted. Copies of educational certificates, driving license, TIN, Nikahnama, spouse's NID, a copy of utility bill with address or holding tax receipt, and other documents can be submitted if available.
The EC has designated these 56 Upazilas/thanas as "Special Area" for voter registration purposes. The EC has also dispatched a letter regarding this matter to the Ministry of Foreign Affairs and to ambassadors and high commissioners.
An on-site investigation report by the concerned Upazila/thana election officer of the relevant voter area is mandatory based on the information provided in "Form-2 Ka" designated for expatriates. One copy of passport-size color photograph is needed for voter registration.
The EC's National ID Wing is the department responsible for this process. The circular specifies categories for voters in certain areas, including Category C for the 56 Upazilas/thanas in Chattogram Division.
The Bangladesh Election Commission encourages all Bangladeshi expatriates to take advantage of this opportunity to exercise their right to vote and participate in the democratic process of their homeland.
