In an effort to improve living conditions and address the issue of dilapidated housing, the Comprehensive Territorial Development (CTD) program in Chita, Russia, is undergoing reform to extend its reach to remote districts of the city. The announcement was made by Anton Tutov, the General Director of the Territorial Development Agency of the Zabaykalsky Krai, in a recent post on the agency's Telegram channel.

So far, 19 sites for comprehensive territorial development have been identified in the regional capital. However, the initial 28 sites were found to be insufficient to address the issue of resettling all dilapidated housing, which currently amounts to 274,000 square meters or 1,215 houses. To expand the program's coverage, the new concept involves including not only high-liquid plots in the city center, but also less profitable lands in areas such as Kadala, Aeroport settlement, Peschanka, and Antipixa.

The decision to expand the CTD program is expected to help ensure that residents of dilapidated houses in remote areas are not left without resettlement prospects. Competitive procedures for selecting developers will begin once the changes to the CTD program are approved. The refined sites for the expanded CTD program are currently being coordinated with regional authorities and the regional prosecutor's office.

The main goal of the changes to the CTD program is to maximize coverage of all houses in need of resettlement, whether they are located in the city center or on the outskirts, as well as in remote districts of Chita. The aim is to balance the interests of residents, the region, and business.
