Thorsten Frei, head of the Chancellor's Office, reassures that the establishment of the new National Security Council (NSC) in Germany won't strip powers from the states. In a video interview with the German Press Agency, he emphasized the significance of the states' roles and the need for close coordination for a cohesive solution.

The Coalition Agreement between the Union and SPD plans to establish an NSC in the Chancellery. This council aims to address crucial questions of integrated security policy, develop strategies, and perform joint situation assessments in times of crisis. It's essential to remember that security policy isn't limited to the federal level; the states play a vital role.

Chancellor Friedrich Merz (CDU) has already signed an organizational decree to set the stage for this council. The NSC, as Frei describes, aims to address the numerous crises Germany faces, which often have external, political, security, defense, development, or internal political components. In essence, security is comprehensive, and the NSC is instrumental in achieving maximum security for the German people.

The NSC will not unilaterally transfer or centralize decision-making powers away from the states. Instead, it will serve as a platform for collaboration between the federal government and the 16 states. This strategic coordination body will focus on developing strategies for proactive and holistic responses to complex threats, while respecting the departmental principle and maintaining the federal structure of Germany.

The NSC will foster collaboration and joint political decisions at the highest federal level, promoting smooth communication between the Chancellery and other departments. It will be complemented by the establishment of a National Crisis Staff and a National Situation Centre, further facilitating integrated, cross-ministerial, and swift responses to the various crises the nation confronts.

The new National Security Council seeks to enhance integrated security policy through improved communication and joint decision-making across levels of government without overriding the states' competencies. It underscores a commitment to maintaining Germany’s federal balance while ensuring the nation can respond effectively to challenging security questions. In other words, the NSC is a testament to collaboration and unity in the face of complex, multifaceted security challenges.
