Hamburg's Red-Green coalition opposes the goal of achieving climate neutrality by the year 2040 with mandatory intermediate steps, a stance that can be appreciated. However, the necessity of this ambitious plan remains undeniable.

Climate activists, comprising various civil society groups, are advocating for a more proactive approach to combat climate change. They argue that the focus should not be solely on comfort but on achieving significant progressive learning towards the set climate targets.

Starting from 2023, these activists are pushing for annual reviews to monitor the implementation of climate targets. This move aims to ensure accountability and continuous progressive learning towards the ambitious goal of reducing emissions by 98% by 2040.

Under this proposed system, senators would be obligated to act if the progress in their area of responsibility is deemed too slow. This measure is aimed at preventing constant postponement and ensuring that necessary actions are taken promptly.

However, the red-green Senate's climate plan, which aims to reduce emissions by 91% compared to 1990 levels by 2040, presents a slightly less stringent goal. The difference between the two targets is manageable, but the activists argue that every percentage point counts in the fight against climate change.

In a surprising twist, the red-green approach suggests that no action will be taken until 2030 if the progress is not sufficient. This stance has raised eyebrows among the activists, who are concerned about the potential for complacency and delayed action.

Despite these differences, the shared goal of reducing emissions and combating climate change remains a priority for both the climate activists and the red-green Senate. The annual reviews, if implemented, could provide a platform for dialogue and collaboration, bringing us one step closer to a sustainable future.
