EU’s green building revolution gains momentum with new policy roadmap

The European Union’s Energy Performance of Buildings Directive (EPBD) is reshaping how buildings are designed and managed. This policy push aims to cut emissions and modernise the sector across member states. Germany, in particular, sees both economic and environmental benefits from the transition—especially as its economy faces stagnation.

The Building Transition Alliance, led by the German Energy Agency (dena), has released a 2025 Policy Brief to guide national implementation of the EPBD. The document analyses existing EU building policies and proposes clear steps for turning the directive into law.

The Building Transition Alliance’s brief offers practical guidance for adopting the EPBD at a national level. By focusing on renewables, efficiency, and innovation, the policy could drive progress in both climate action and economic recovery. The next steps will depend on how quickly member states turn these recommendations into concrete laws.
