Council of Europe's Ministerial Conference in Turin: A Stepping Stone Towards Strengthening Human Rights Protection
The Council of Europe, a central actor in the protection of human rights for over 700 million people across Europe, recently concluded its six-month presidency of the Committee of Ministers in Turin, Italy. The presidency was handed over to Ireland, marking the first physical gathering of the Committee of Ministers since the Ministerial Conference in Helsinki 2019.
The conference in Turin was significant for several reasons. Russia was expelled from the Council of Europe on March 16 of this year due to its inhumane, criminal policy. As a result, the countries in the Europe, notably Albania and Kosovo, as well as Serbia, were discussed as those affected by strong Russian influence and interested in intensified project cooperation following Russia's exit.
The European Court of Human Rights, with jurisdiction over all members of the Council of Europe from Albania to Cyprus and from Lisbon to Tbilisi, provides a foundation for human rights and principles across Europe. Most judgments of the European Court of Human Rights are implemented, but there are deficits. Improved implementation of these judgments is a priority for Germany, particularly for member states such as Georgia, Moldova, and those in the Europe which suffer greatly from strong Russian influence.
Germany has also earmarked an additional 10 million euros for the Council of Europe's conflict aftermath program for Ukraine. This includes higher mandatory contributions from the German government. The German government considers further project funds important, and the establishment of a high-level advisory body will be discussed in Turin as part of the strategic realignment.
Foreign Minister Baerbock emphasized the central role of the Council of Europe for the rights of citizens to peace, dignity, and self-determination. She also discussed the strategic implications of Russia's departure from the Council of Europe in the Ministerial Conference. The Italian presidency of the Committee of Ministers of the Council of Europe has committed to a strategic realignment to prevent the Council of Europe from weakening due to Russia's war.
Practical questions such as pro-rata financial compensation for Russia's missing financial contribution to the Council of Europe's budget had to be clarified. The Committee of Ministers, the decision-making body of the Council of Europe, sets the policy, approves the budget, and activity program of the organization. All members of the Council of Europe have committed to acting accordingly with the European Convention on Human Rights.
Action is necessary if individual states violate human rights and principles enshrined in the European Convention on Human Rights. The Council of Europe, through the European Convention on Human Rights and the European Court of Human Rights, has created a foundation for human rights and principles across Europe. The Council of Europe continues to play a crucial role in upholding and promoting human rights in Europe.
