As the Washington summit approaches, the specific demands made by Russia in its war against Ukraine have been under discussion among European leaders and President Volodymyr Zelenskyy. These demands, if met, could significantly alter the political and military landscape of Ukraine.

Russia's Demands

Moscow insists that Ukraine must not join NATO as part of any peace agreement. It also demands a ban on foreign military presence or support within Ukraine, a withdrawal of Ukrainian forces from the Donbas region (Donetsk and Luhansk) as well as Zaporizhzhia and Kherson, which Russia annexed illegally in 2022 but has not fully controlled. Russia seeks international legal recognition of its annexation of Crimea (2014) and the four regions it claimed in 2022.

In addition, Russia demands that Ukraine declare neutral status between Russia and the West and abandon any NATO accession plans. It wants the size of Ukraine's armed forces limited and Russian recognised as an official language alongside Ukrainian. Furthermore, Russia has requested a ban on "glorification and propaganda of Nazism and neo-Nazism" in Ukraine and the dissolution of nationalist groups.

There has been a reported potential concession by Putin to freeze front lines in some regions and relinquish some recently captured territory, marking a shift from his earlier demands.

Rejection of Demands

European leaders and Zelenskyy have rejected many of these demands as non-negotiable or illegitimate, viewing them as attempts by Russia to impose terms that compromise Ukraine's sovereignty and territorial integrity. The peace process appears stalled, with no indication that Russia is seriously engaging beyond seeking concessions without meaningful compromise.

The Washington Summit

President Zelenskyy is set to visit the White House on Monday to meet with US President Donald Trump. This will be Zelenskyy's first White House visit since the dramatic showdown in the Oval Office in February. The leaders will meet to ensure "coordination between the Europeans and the United States with the goal of reaching a just and lasting peace that preserves the vital interests of Ukraine and Europe's security."

Europe will continue to put pressure on Russia's war economy, with a fresh package coming forth in September. European Commission President Ursula von der Leyen stated that Ukraine must become a "steel porcupine," undigestible to potential invaders.

The meeting comes after a series of European leaders announced they will join the talks. German Chancellor Friedrich Merz, French President Emmanuel Macron, UK Prime Minister Keir Starmer, and Italian Prime Minister Giorgia Meloni are also set to attend the meeting.

Concerns and Unity

Kyiv and Ukraine's European allies are concerned that this could buy time for Russia to continue its attacks while dragging on the negotiations. President Zelenskyy stated that Europe needs to be united in any further negotiations with Russia to stop Moscow's war in Ukraine.

Zelenskyy and Trump notably met for a sit-down conversation at the Vatican during the funeral service for late Pope Francis on 27 April. The Italian Prime Minister, Giorgia Meloni, is believed to be attending.

In the face of these demands, the unity and resolve of Europe and Ukraine will be crucial in maintaining pressure on Russia and working towards a peaceful resolution that respects Ukraine's sovereignty and territorial integrity.
