Three days prior to the encounter between US President Donald Trump and Russian leader Vladimir Putin, EU leaders asserted that Ukraine has the right to determine its own future on Tuesday.

In a show of solidarity, European leaders have announced plans to engage in separate discussions with both President Volodymyr Zelensky and President Donald Trump, expressing concerns that a potential alliance between the two leaders might lead to unacceptable compromises that could jeopardise Ukraine's territorial integrity.

The joint stance, endorsed by all EU members except Hungary, emphasises Ukraine's right to determine its own territory without external pressure. This position unequivocally rejects Russian demands for annexation of parts of Donbas and Crimea.

President Zelensky has been vocal in his stance, stating that Russia must not be rewarded for continuing killings in Ukraine. He has also warned against capitulating to Putin's demands and urged for a just peace that respects international law, independence, sovereignty, and territorial integrity.

The leaders have welcomed Trump's efforts to end "Russia's war of aggression against Ukraine" and have expressed support for his upcoming summit with Putin, describing it as a "feel-out meeting" to gauge Putin's ideas for ending the conflict. However, they have stressed the importance of direct negotiations involving Ukraine, Russia, and the United States, but with careful preparation and without undue pressure on Ukraine to cede territory.

Twenty-six European heads of state and government have reiterated that Ukrainians must have the freedom to decide their future. Kaja Kallas, the EU foreign policy chief, has stated that any concessions should not be discussed until Russia agrees to a full and unconditional ceasefire.

The leaders have underlined that the path to peace in Ukraine cannot be decided without Ukraine. They have also emphasised that any diplomatic solution must protect Ukrainian and European interests.

The recent multilateral summit in Washington, D.C., involving Ukraine, the U.S., and European leaders, reaffirmed transatlantic unity and support for Ukraine, including backing for direct negotiations without territorial concessions. The U.S. continues to support Ukraine and is actively engaged in diplomatic efforts to facilitate talks, but does not endorse Russian territorial claims.

Amidst these discussions, the EU foreign ministers have been considering the imposition of a 19th package of sanctions on Russia. They have also met in Brussels with Ukrainian Foreign Minister Andrii Sybiha to discuss the ongoing situation and possible future actions.

In a clear and resolute message, the European leaders and Ukraine have united in their stance, emphasising the importance of respect for Ukraine’s borders, a ceasefire, and meaningful negotiations that involve Ukraine as an equal party, supported by the U.S. and European partners, with a cautious approach to advancing to summit-level talks with Russia. They reiterate that borders cannot be changed by force.
