Lithuania is significantly increasing its border defenses in response to growing concerns over Russian aggression. The country is seeking between 5 billion and 8.76 billion euros in loans from the European Defence Fund for its defense capability development.

This funding request is part of Lithuania’s broader defense investment strategy and is aligned with the EU Security Action Programme for Europe regulations. In addition to these loan requests, Lithuania itself has allocated over $1.2 billion (approximately 1.1 billion euros) over the next ten years specifically for border defense measures. A significant portion of this national funding is expected to come from EU programs.

The planned multi-layered defensive border includes anti-tank obstacles, drainage ditches, minefields, and a three-level defense system. The first tier, located 5 km behind the border control posts, will consist of anti-tank ditches, barriers, minefields, fortified points with trenches, and auxiliary positions with trenches. The second level, 15 km from the border, includes drainage ditches, engineering transport parks, bridges prepared for demolition, and blocked bridgeheads. The third level, up to 50 km from the border, is similar to the second level, but with additional measures such as trees along the roads in the forests, ready to be cut down to create obstacles.

The development of these border areas is estimated to cost hundreds of millions or even billions of euros. The Lithuanian government seeks EU funding to finance this development. The request for EU funding is in response to an alleged shooting down of a Russian drone on the territory of a Lithuanian military training ground.

The multi-level defense line plan includes engineering barriers, transportation facilities, and obstacles designed to hinder potential invasions. The defense line stretches about 50 kilometers and includes measures such as fortified points, engineer equipment parks, and controlled demolition points on bridges.

Thus, Lithuania’s total planned funding and EU loan requests reflect a substantial investment in developing a multi-level defense line and broader military capability enhancements amid its concerns over Russian aggression.
