Manfred Weber, the chairman of the European People's Party (EPP) group, has proposed a plan for the European recovery fund that focuses on targeted investment priorities, implementing a European digital tax, and setting criteria for aid distribution based on solidarity and effectiveness.

Weber's vision for the recovery fund emphasises investment in climate-friendly technologies, digital infrastructure, and sectors that drive long-term competitiveness in Europe’s economy. This approach is aimed at supporting recovery and future growth while strengthening European integration and fiscal responsibility.

One of the key aspects of Weber's plan is the harmonisation of tax policies at the EU level, with a particular emphasis on digital taxation. He believes that tech giants like Amazon or Zoom should be taxed more heavily, and he advocates for a European digital tax to ensure these companies pay their fair share within the EU.

In terms of aid distribution, Weber proposes that funds should be allocated based on objective economic indicators linked to the impact of the pandemic and each member state's fiscal capacity. This approach would ensure that support encourages structural reforms and sustainable development, while promoting cohesion and preserving the integrity of the single market.

Weber campaigned for the commission's proposal to use unemployment as a criterion for distributing funds in the European aid program. According to him, this would make Italy and Spain the main beneficiaries of the aid program due to their high unemployment rates and the impact of the pandemic.

Moreover, Weber wants the European aid program's funds to be invested in the future, such as in a European hydrogen strategy or comprehensive 5G infrastructure. He has also suggested a European tax to finance the aid program and has urged heads of state and government to commit to repaying the debts as soon as possible.
