EU Commission Proposes Penalties Against Israel
The European Union (EU) is currently grappling with a contentious issue regarding Israel's ongoing ground offensive in Gaza City. The offensive, a focus of concern for the EU, has sparked calls for de-escalation and raised questions about the future of EU-Israel cooperation.
The EU's High Representative has expressed concern over the potential for increased destruction, deaths, and displacement as a result of the offensive. The spokesperson for the EU High Representative has demanded a break in the cycle of violence, destruction, and suffering in Gaza City.
However, the EU's stance towards the Israeli ground offensive in Gaza City is a separate issue from the divisions within the EU regarding Israel's cooperation. The EU is divided in its approach towards Israel, with some member states, such as Germany, opposing the EU's proposal to suspend parts of the cooperation within the Horizon Europe research program.
The German government argues that the proposed suspension measures are not targeted enough, and that a more focused approach would be more effective. The Spanish government, on the other hand, believes the EU's approach towards Israel is moving too slowly.
The Horizon Europe research funding program, a part of the EU-Israel cooperation, is currently under consideration for suspension. A Commission proposal submitted in July to suspend parts of the cooperation within the Horizon Europe program does not have a majority, with opposition within the EU.
The EU member states' council's support for suspending trade facilitation with Israel is uncertain. The proposal to suspend trade facilitation and parts of the cooperation within the Horizon Europe program are facing opposition within the EU.
EU Commission President, Ursula von der Leyen, admitted last Wednesday that finding majorities for the suspension proposal would be difficult. Despite the divisions, the EU has urged Israel not to escalate the ground offensive in Gaza City.
The EU's concern over the Israeli ground offensive in Gaza City is not limited to trade or cooperation issues. The EU's position is that it is high time to end the cycle of violence in Gaza City. The EU's stance towards the Israeli ground offensive in Gaza City remains one of urging de-escalation, as the Union continues to navigate the complexities of its relationship with Israel.
