Struggling finances and persisting public dissatisfaction have prompted a decline in acceptance for the admission and care of Ukrainian refugees in several EU countries. Amidst this challenging landscape, the EU Commission will present its plan for future refugee management on Wednesday. Commissioner Magnus Brunner and Ukrainian Vice-President Oleksiy Chernyshov will collaborate on presenting their proposals in Brussels.
Up until March next year, Ukrainian refugees will continue to receive protection under the EU directive on temporary protection, rather than the regular asylum system. Since the conflict in Ukraine began, over 1.2 million Ukrainians have sought refuge in Germany alone, making it the third-highest refugee-receiving EU country after Poland and the Czech Republic [Source: ntv.de, dpa].
However, as the war rages on in Ukraine, public support for refugee care is dwindling, with social benefits for refugees being reduced across several nations, including Germany [5]. Economic pressure and fatigue among host populations are key factors responsible for this shift [5].
Germany has recently scaled back its support measures by discontinuing the civil allowance for new arrivals after April 1, affecting over 700,000 Ukrainian refugees [5]. Poland has also taken steps to limit its assistance, such as restricting monthly payments to families with children attending Polish schools [5].
Other factors impacting acceptance for Ukrainian refugees include a general decrease in asylum applications across the EU+, which began in October 2024 [4]. The temporary protection status provided to these refugees may not be seen as a long-term solution by governments seeking more permanent integration strategies [5]. Additionally, changing policy and legal frameworks, along with mounting political pressure and negative public perception, have further complicated the refugee situation [3].
