Estonia has ceased recognizing Russian non-biometric passport applications, effective March 31, 2023. This move affects all passport holders, regardless of age, and impacts border crossings and visa applications.
Russian passport holders can no longer use their non-biometric passports to enter Estonia or apply for an Estonian visa. This includes those with Estonian or EU residence permits. To continue crossing the border, these individuals must obtain biometric travel documents by September 30, 2023. Russian passport holders with EU residence permits had until the same date to secure a biometric passport. The names of those affected by this change are not publicly disclosed.
