A Russian border guard vessel, the SVETLYAK-class ship SOCHI 500, entered Estonian territorial waters east of Vaindloo Island without permission on July 26, 2025. This maritime border violation occurred approximately 35 minutes long and was up to half a kilometer inside Estonia’s territorial sea boundary, marking the first such incident by a Russian vessel in 2025.

The Russian ship did not comply with the requirement to notify Estonia’s Ministry of Foreign Affairs 48 hours in advance as stipulated by Estonia’s State Border Act. This law allows foreign warships only "innocent passage" with prior notification. Estonia’s Navy monitored and identified the vessel, and the Ministry of Foreign Affairs summoned Russia's chargé d'affaires on July 28 to deliver a formal diplomatic protest, labelling the incident "serious and unacceptable."

Foreign Minister Margus Tsahkna emphasised the gravity of the situation and communicated this directly to the Russian diplomat. This event has contributed to heightened tensions amid ongoing regional security concerns related to Russia’s military activities near Estonia and the broader context of Russia’s invasion of Ukraine since 2022.

Estonia, as an EU and NATO member, has reinforced its monitoring and defense posture. Although no direct responses from other international actors or NATO were reported, Estonia’s protest and condemnation align with the NATO alliance’s vigilance regarding Russian hybrid and military provocations in the region.

Additional context includes Russia’s repeated breaches of Estonian airspace earlier in 2025 and the deployment of electronic warfare systems near the Estonian border, suggesting a pattern of increasing military pressure in the area.
