In the ongoing debates concerning heat pumps, oil, and gas, Lower Saxony's Minister-President, Olaf Lies, is alerting consumers of potential obstacles. "We can't allow people to find themselves in a precarious financial situation," Lies told the German Press Agency, commenting on political guidelines for heating. "If someone gives the impression that fossil heating is a non-issue, we must also consider: What will energy costs be tomorrow? What will gas prices be tomorrow if the CO2 price keeps climbing? That's the accountability we bear."

Politics should avoid imposing laws on heating options, and rather, leave the choice to individuals. However, individuals must also feel secure in the knowledge that politics will make informed decisions for the future. "We can't count on everyone being content because we're not implementing any heating regulations," said Lies.

Habeck's Heating Legislation Invites Debate

Currently, the state is backing the replacement of outdated heaters, such as the installation of heat pumps, to boost climate protection in the residential sector. However, the so-called Heating Law by former Economics Minister Robert Habeck (Greens) has sparked discussions and contention.

The law mandates that 65 percent of the energy used in new heaters should be generated from renewable sources. These regulations initially only applied to new buildings in development zones. Existing heaters can continue operating. There are transition periods for existing buildings and new buildings outside development zones.

Lies Warns: No Repeat of Mistakes

Government Head Lies labels the heat pump as "an intelligent solution to generate a substantial amount of heat at minimal electricity cost." However, it must also be financially appealing for everyone. "It becomes appealing when we advocate for a socially graded subsidy. This means: For those for whom a heat pump poses a financial challenge, increased support is essential. The heat pump becomes particularly appealing as electricity costs plummet," said Lies.

Lies, a private gas heater user himself, does not yet own a heat pump. "Our gas heater is still functioning well, so I'm letting it run for now. But I understand that, in the long run, heat pumps are a savvy choice for older homes like mine," he said.

The heat pump situation serves as an example of how constructive technology has been disparaged, stated Lies. "If we had channeled the energy people wasted on negative discussions about this topic into education, we'd be having an entirely different discourse in society today. We cannot let this happen again with emerging, beneficial technologies," he cautioned.
