Escalating border disputes: Cambodia persists, Thailand reinforces its border defense

Skirmishing at the borders, Cambodia and Thailand are ramping up their strategies, mixing politics and pressure tactics, as the escalating confrontation unfolds on both military and diplomatic fronts. Tensions flared after troops from both nations clashed at Chong Bok, a border area, on May 28, with the situation spiraling in just a week.

Initially, both the Thai and Cambodian military forces retreated from the conflict zone after talks led by their respective commanders. However, Cambodia quickly upped the stakes. On June 1, Cambodia's Prime Minister announced on Facebook that his country did not seek armed conflict with Thailand but was prepared to use military force if provoked.

Building upon this, on June 2, the Cambodian Parliament endorsed a proposal by Senate President Hun Sen to seek a legal resolution to the border conflict via the International Court of Justice (ICJ) in The Hague, Netherlands. Cambodia stated its intent to proceed with or without Thailand's participation, making it clear that the upcoming Joint Boundary Committee (JBC) meeting, scheduled for June 14 in Phnom Penh, would not discuss the disputed areas set for submission to the court.

The Royal Government of Cambodia emphasized its commitment to pursuing international legal channels regarding four sensitive border areas: the Emerald Triangle, Ta Muen Thom Temple, Ta Muen Tot Temple, and Ta Kwai Temple. They expressed hope that Thailand would cooperate in the legal process but also clarified that these areas would be excluded from the JBC meeting agenda if necessary.

On the other hand, Thailand has waffled in its position. While the government has emphasized diplomacy, the military is reportedly mobilizing forces in preparation for responding to any incursions in the contested area. Internal disagreements have also surfaced, with the military pushing for the temporary closure of Thai-Cambodian border crossings, a move strongly opposed by Deputy Prime Minister and Defense Minister Phumtham Wechayachai.

Thailand's official stance on the matter was outlined by Foreign Minister Maris Sangiampongsa on June 1: resolving the dispute through three established bilateral mechanisms - JBC, General Border Committee (GBC), and Regional Border Committee (RBC) - which were created under the 2000 Memorandum of Understanding (MOU). On June 4, the Thai government expressed its commitment to peaceful negotiation through the JBC, GBC, and RBC frameworks, emphasizing the belief that Thailand and Cambodia could resolve the issue together, prioritizing the safety of border communities, and in the spirit of ASEAN unity.

The ongoing clash between Cambodia and Thailand underscores the evolving dynamics between these two nations in their long-standing border dispute. As tensions escalate, both sides need to find common ground and manage their differences constructively to avoid a further escalation and prevent unnecessary losses.
