Escalating aggression amid calls for peace: Putin intensifies assaults on civilian populations in Ukraine
Ukraine is bolstering its air defense capabilities with the help of Western allies, aiming to create a layered shield consisting of modern aircraft and air defense systems. The need for such a defense became evident as the war in Ukraine began in February 2022, revealing gaps in Ukraine's existing air defenses.
One of the key components of this new defense is the IRIS-T air defense system from Germany. Ukraine has received seven out of eighteen ordered IRIS-T SLM (medium-range launchers) systems, with eleven more expected soon. These systems, part of a unified complex with short-range launchers, are designed to intercept cruise missiles, drones, and aircraft, although they have limited capability against ballistic missiles. Germany is a major provider of these systems, playing an essential role in Ukraine's layered air defense.
Another essential component is the U.S.-made Patriot missile system, which is being provided to Ukraine through NATO. These systems are among the few Western systems considered reliably capable of intercepting Russian ballistic missiles such as the Iskander and Kinzhal, posing a significant threat to Ukraine's infrastructure. Germany and Norway have committed to funding some of these systems, and NATO allies are prepared to transfer their U.S.-origin systems rapidly to Ukraine while replenishing their own stocks.
In addition, the U.S. is providing sustainment and support for Ukraine's existing HAWK Phase III missile systems through a $172 million Foreign Military Sale program. This program includes spare parts, refurbishment, training, and technical assistance, helping maintain existing air defense assets.
However, challenges remain. Despite these Western systems, Russian forces continue to improve their UAV (drone) capabilities and tactics, using drones with extended ranges, AI, and thermobaric warheads to conduct persistent strikes on Ukrainian cities and logistics hubs. Ukrainian electronic warfare systems face difficulties countering newer Russian drones, increasing the importance of layered air defenses.
European allies continue to provide financial aid and support for Ukraine's defense, including programs funding procurement and deployment of air defense systems. The deliveries and sustainment efforts are underway, but the evolving Russian UAV threats present ongoing challenges requiring continuous adaptation.
In summary, Western aid is actively strengthening Ukraine’s long-range air defense with systems like IRIS-T, Patriot, and HAWK, crucial to protecting civilian infrastructure from Russian drone and missile attacks. While deliveries and sustainment efforts are underway, evolving Russian UAV threats present ongoing challenges requiring continuous adaptation.
