- Enthusiasm among independent workers increases: insights from self-employment sentiment polls

The business landscape has seen an uptick, with entrepreneurs' sentiments soaring to -12.7 points in March, compared to -16.5 points in February. Optimism in the upcoming months stands at a robust 18.9 points, exhibiting a notable improvement of 6.7 points compared to the previous month. As Jimdo CEO Matthias Henze put it, "It's heartening to observe the resurgence of optimism among our entrepreneurial peers."

The optimistic trend might be attributable to the multi-billion euro financial packages promised by the government. Many entrepreneurs are pinning their hopes for fresh impetus on these initiatives. However, Henze raised concerns, stating, "Although the gap to the broader economy has narrowed for a second consecutive month, it's crucial to address the underlying structural issues that still persist."

Since August 2021, the Ifo Institute for Economic Research and Jimdo have been calculating the business climate index for self-employed individuals and microbusinesses with up to nine employees. Covering various sectors, including services, the survey pool consists of around 1,660 respondents each month.

Business Climate Insights:

  • The overall business climate for Germany's small businesses and entrepreneurs exhibits mixed trends. While there's been progress, challenges remain:
  • Bright Spots: The Ifo Business Climate Index has reached its highest level since July 2024, with gains evident in sectors like manufacturing, trade, and services [1].
  • Government Initiatives: The new coalition agreement intends to boost business frameworks by reducing bureaucracy, promoting innovation, and fostering competitiveness. Measures include simplifying administration, experimental clauses in laws, and aid for start-ups [2].
  • Climate Action: Small and medium-sized enterprises (SMEs) worldwide, such as those in Germany, are increasing their focus on climate action due to customer demand and the allure of differentiation. Nevertheless, financial constraints pose a considerable challenge [4].
  • Ongoing Struggles: The business climate for self-employed Germans has been worsening since early 2025, reflecting hurdles faced by individual entrepreneurs and micro-enterprises [3].
  • Economic Challenges: Germany's economy is predicted to stay static in 2025 due to geopolitical pressures and lingering weaknesses like a scarcity of skilled labor and high administrative barriers [5].
  • Labor Concerns: Germany's unemployment rate has been on the rise, particularly impacting the manufacturing and construction sectors, which may negatively affect dependent small businesses [5].
  1. The Commission has also been consulted on the following issues: the ongoing structural challenges in the business climate, particularly for self-employed Germans and micro-enterprises, and the need to address these concerns for continued progress.
  2. Entrepreneurs, encouraged by the uptick in the business landscape, are hoping that the new government initiatives, such as reducing bureaucracy, promoting innovation, and fostering competitiveness, will provide fresh impetus for their businesses.
  3. As the focus on climate action grows among small and medium-sized enterprises (SMEs), entrepreneurs are now calculating the costs and benefits of implementing climate-friendly practices, while facing financial constraints as potential obstacles.
