Enhancing Strategic Alliance: Leading Discussions Between Kazakhstan and Uzbekistan

In a significant move to strengthen bilateral relations, Tanzila Narbayeva, chairwoman of the Senate of the Oliy Majlis of Uzbekistan, met with Kassym-Jomart Tokayev, Kazakh President, on August 18. The discussion focused on advancing political, economic, and cultural collaboration, as well as the Kazakh-Uzbek strategic partnership and inter-parliamentary cooperation.

During the meeting, Narbayeva conveyed greetings from President Shavkat Mirziyoyev and reaffirmed Uzbekistan's commitment to implementing bilateral agreements. This meeting followed President Mirziyoyev's 2023 state visit, during which a Strategic Partnership and Alliance Program for the next decade was adopted.

The current status of the strategic partnership and alliance program between Kazakhstan and Uzbekistan is marked by a focus on expanding cooperation in various sectors. In the energy sector, the strategic partnership between Kazakhstan’s JSC NC KazMunayGas (KMG) and Uzbekistan’s JSC Uzbekneftegaz (UNG) is being actively developed. A cooperation agreement signed in March 2025 is being implemented, with plans for a linear alkyl benzene production project and joint polymer processing to create an integrated regional market.

A dedicated joint working group has been established to oversee these initiatives, reflecting institutionalized cooperation between the companies. Beyond hydrocarbons, Kazakhstan and Uzbekistan have also discussed cooperation in green energy projects, including the “Azerbaijan–Central Asia” green energy corridor, regional electricity projects, and stable gas transit operations.

Tokayev emphasized the special nature of relations between the two countries and their importance for stability and security in Central Asia. Special attention was given to joint projects in water-energy, transport-logistics, environment, agriculture, education, and digitalization. A roadmap for cooperation between the two Senates was signed during the meeting with Senate Chairman Maulen Ashimbayev.

Narbayeva expressed confidence in strengthening cooperation and underlined the goal of increasing bilateral trade turnover to $10 billion by 2030. She also highlighted the importance of implementing the agreements reached during President Mirziyoyev's 2023 state visit.

Mazhilis Chairman Yerlan Koshanov also met with Narbayeva to discuss strengthening inter-parliamentary ties. Tokayev presented Narbayeva with the Order of Dostyk (Friendship) of the second degree, highlighting the close and friendly nature of the relationship and the importance of parliamentary oversight through the Inter-Parliamentary Cooperation Council established after President Mirziyoyev's 2021 visit to Kazakhstan.

The strategic partnership and alliance program between Kazakhstan and Uzbekistan is currently expanding and deepening under strong political guidance, with a clear roadmap for energy cooperation, petrochemical industrial projects, green energy development, and intensified inter-parliamentary dialogue aimed at enhancing stability and economic integration across Central Asia.
