Addressing Rising Knife Violence: Potential Measures Discussed
Seventeen individuals were injured, some critically, in a knife rampage at Hamburg's main train station on Friday evening, highlighting a concerning trend of knife attacks across Germany. The latest crime statistics reveal a significant increase in cases of dangerous and serious bodily harm involving knives—an increase of almost 11%.
To curb this escalating knife violence, officials and experts are discussing several potential measures. Below, we outline some of the most important proposals under consideration.
Expanding Knife Ban Zones
The vice-faction leader responsible for internal affairs of the CDU/CSU, Günter Krings, has suggested extending knife ban zones. Such zones are already in place in many locations, with North Rhine-Westphalia implementing them at the end of 2021. However, some federal states like Brandenburg do not yet have these restrictions.
Krings advocates expanding these bans to locations such as large events, school grounds, and danger zones. The SPD internal politician, Sebastian Fiedler, goes a step further, proposing a nationwide knife ban in Germany to reduce the number of knives on the streets. Exceptions would be made for tradespeople and other professions that require knives at work, as well as pocket knives.
A Nationwide Ban and Clear Regulations
Both the Police Trade Union (GdP) and the SPD are pushing for a nationwide ban on carrying knives, arguing that consistent, clear regulations are necessary to address the issue effectively. According to the GdP federal chairman Jochen Kopelke, this would require consistent monitoring, swift and sensitive penalties, and targeted prevention strategies.
However, there is a lack of sufficient personnel to implement these measures, according to Kopelke. He calls for "clear, understandable rules in weapons law, more police forces, and stronger prevention offers, especially for young people and repeat offenders."
Video Surveillance With AI
Another proposal from the Police Union is to use video surveillance supported by artificial intelligence. This technology, which can analyze and interpret movement patterns in real-time, is already being tested at public spaces near train stations. However, security experts question its effectiveness in addressing knife attacks—as they often occur at close range and with little warning.
Improving Police Presence and Preparation
Improving threat management by security authorities and enhancing police presence, particularly at key locations like airports and train stations, are also important considerations for addressing knife violence. The Green Party's Konstantin von Notz criticizes the federal police for tying up their capacities for border controls, arguing that "at particularly dangerous locations, there needs to be the presence of sufficient police officers."
In response to these concerns, the interior spokesman for the Union faction, Alexander Throm (CDU), has advocated for a "honest debate" about "predominant perpetrator groups" behind these attacks, emphasizing the need for better mental health care and stricter immigration policies to keep repeat offenders out of the country.
The federal government's coalition committee is expected to discuss strategies to combat knife violence in their upcoming meeting. The wide-ranging discussions and proposals underline the multi-faceted nature of the rapidly rising knife violence in Germany, requiring coordinated efforts from various departments to address the issue effectively.
- In the discussion to combat knife violence, science and technology have been proposed as solutions, with the Police Union suggesting the use of video surveillance supported by artificial intelligence.
- Experts and policymakers are considering general-news and crime-and-justice issues as they debate the rise in knife attacks, with some focusing on improving the mental health care of potential perpetrators and addressing immigration policies.
- Political entities like the CDU/CSU and SPD have turn their attention towards community policy and employment policy, with proposals such as expanding knife ban zones, a nationwide knife ban, and clear regulations for carrying knives.
