Enhancing Collaborative Relations Discussion
The UK government has launched a consultation seeking feedback from organisations across the country, in response to a recommendation from the Grenfell Tower Inquiry. The consultation aims to explore suggested changes to Regulation 23 of the Civil Contingencies Act (2004) (Contingency Planning) Regulations 2005, which could require general Category 1 responders to establish and maintain partnerships with Voluntary, Community, and Faith (VCF) organisations.
What are VCF organisations?
VCF organisations play a vital role in providing support, coordination, and care for communities affected by emergencies. These organisations can have specialist training or skills needed in an emergency, and some contribute to the overall wellbeing of their community, having strong existing relationships.
Who is being asked for responses?
The consultation encourages responses from a wide range of civil society organisations, including those involved in various sectors such as community support, education, health, religion, and social services. Responses are sought from Category 1 and 2 responders, as well as voluntary, community, or faith organisations.
Category 1 responders, as defined by the Civil Contingencies Act (2004), are organisations at the core of emergency response, including emergency services, local authorities, and NHS bodies. Category 2 responders, such as the Health and Safety Executive and transport and utility companies, are 'co-operating bodies' less likely to be involved in the heart of planning work but heavily involved in incidents that affect their own sector.
How to respond
The consultation is being led by the Cabinet Office, and a link to the online survey system for responding to the consultation is provided. Individual organisations are recommended to provide a single consolidated response. PDFs will not be accepted for responses.
