Saxony's Struggle to Keep Up with Civil Defense

In an open and frank chat, Saxony's Interior Minister, Armin Schuster, acknowledged the region's glaring deficiencies in civil defense measures. "We bloody well need to get with the times in civil and disaster protection, much like we've upped our game in territorial defense," he said. The federal government, which oversees civil defense, has reportedly left crucial gaps in early warning systems, population supplies, national reserves, and drone defense, Schuster emphasized.

The latest coalition agreement sees civil defense receiving top priority. Schuster himself served as the president of the Federal Office for Civil Protection and Disaster Assistance from 2020 to 2022 before pivoting to Saxony's politics as interior minister.

No Public Emergency Shelters in Saxony

According to the Federal Office for Civil Protection and Disaster Assistance, there aren't any public emergency shelters accessible in Saxony. What's more, the shelters that had been stationed in eastern Germany post-reunification were omitted from the shelter plan.

The Saxony State Ministry of the Interior estimates that the federal states require approximately ten billion euros from the federal government for civil defense over the next decade to adapt legal frameworks, swiftly execute the federal equipment concept, and promptly expand care capacities.

Fully Prepared Hospitals in Saxony

However, hospitals in Free State boast robust preparations for mass casualties and emergency scenarios. As per the State Ministry of Health, hospitals in Saxony are obligated to draw up crisis response plans (KAEPs), regularly updated and coordinated with local fire, rescue, and disaster response authorities.

Manuela Powollik, spokesperson for the St. Georg Clinic in Leipzig, shared, "We run regular drills with other Leipzig healthcare facilities and the emergency services to test and optimize our procedures." Authorities are kept abreast of hospitals' capacities and equipment as well.

A massive disaster would elicit an immediate setting of the crisis response plans. "We can mobilize our staff within a matter of minutes, and within an hour, we're geared up to care for a sizable number of casualties," Powollik elucidated.

The clinic boasts all crucial departments on standby at all hours, including the emergency room, radiology, operating room, catheter laboratory, laboratory, and intensive care unit. There's also a "trauma center" that gathers all emergency care departments under one roof, including orthopedics, plastic surgery, severe burn unit, intensive care, and pediatric surgery.
