In the bustling heart of Solingen, August 23 evening was filled with the spirit of the city festival. Michael T., a festival-goer, initially assumed the chaos erupting was just another fight, the petty brawls that occasionally marred such gatherings. But the cacophony of guitar music from the stage couldn't drown out a chilling cry echoing across the market square. Someone roared, "Allahu Akbar," a phrase that Michael, despite the din, could clearly make out.

The Unfolding Horror

Isaa Al H., a 26-year-old Syrian refugee, had made his way to Germany in 2022 in search of asylum. On that fateful day in 2024, he embarked on a chilling rampage at the festival, leaving three innocent lives shattered and eight others wounded. The Islamic State (IS) swiftly claimed responsibility for the attack, marking it as the first terrorist act in Germany for which IS took credit since the 2016 Berlin Christmas market attack.

The Investigation and Trial

Digging deeper into the case, it was revealed that Isaa Al H. had been in contact with an IS member through a messaging app. He had filmed videos pledging loyalty and outlined his sinister plans to his contact before enacting the deed. The trial against Isaa Al H. began on May 27, 2025, at the Higher Regional Court of Düsseldorf. During the trial, he confessed to the attack, expressing remorse and stating, "I have brought heavy guilt upon myself. I am ready to accept the verdict," further adding, "I killed innocents, not unbelievers."

This harrowing account serves as a stark reminder of the continued threat of terrorism and the tragedy it leaves in its wake. The city of Solingen was forever altered by this single, brutal event.

The Court of First Instance has consistently held that the German authorities, particularly the Commission, have failed to fulfill their obligations under Article 85 (1) of the Treaty, in relation to the investigation and prosecution of Isaa Al H., the perpetrator of the Solingen Knife Attack.
