Throughout the SPD party conference in Berlin, discussions about strengthening German defense and diplomatic initiatives left the room buzzing. Yet, it was the controversial "Manifesto" by Stegner and Mützenich that caused the real stir.

The SPD party conference saw talks about preserving the party's peace-oriented identity. However, the focus was less on substantial disagreements and more on the handling of Russia.

Issued about two weeks prior to the conference, this "Manifesto" from SPD politicians Ralf Stegner and Rolf Mützenich sparked heated debates. The signatories advocate "ensuring peace in Europe through defense capability, arms control, and understanding."

Politics and Rivals Unsheathed

Stegner pointed out in the debate that the manifesto's title shows it's not about unilateral disarmament, but increased diplomacy. Critics, however, expressed concern over what they perceived as the manifesto's naive or dangerous stance on Russia.

The manifesto states: "In Germany and most European countries, forces are at work that seek the future mainly in a military confrontation strategy and expensive rearmament. Peace and security are no longer achievable with Russia, but must be imposed against Russia." The manifesto distances itself from these "forces" and the idea that peace should currently be imposed on Russia.

Mützenich, the SPD's former parliamentary group leader, did not participate in the debate, nor attended the party conference, expressing unease over party misunderstandings.

Fusion of Respect and Cross Words

Some delegates took issue with the manifesto's communication. Oleg Shevchenko from Thuringia argued that respect was always important within the party, questioning whether the faction had shown enough respect by writing the manifesto without proper motion for the conference.

Stegner began by acknowledging the SPD as a "peace party" but losing votes to right-wing radicals and left-wing populists due to its stance on this issue while emphasizing support for Ukraine. Yet, he questioned if the current rearmament was the appropriate means. Accusations of reality denial came his way, but he questioned the honesty in setting the NATO target to 5% when already struggling to finance defense expenditures at 2.5% of GDP.

As the conference drew to a close, Stegner stressed that while peace is vital, war is never a solution. Klingbeil, however, was adamant that there would be no change in the party's stance on Ukraine.

Meanwhile, Klingbeil Maintains Clear Stance

Turning to Klingbeil, Stegner said he held no desire to cause trouble, as the manifesto's interpretation as a blow against him seemed overblown. Pistorius was commended by Stegner for his work as a defense minister.

Criticism against Klingbeil also came from within the party, as delegates voiced concerns over his handling of the Bundestag election and co-chair Saskia Esken. Unhappiness among the SPD base was palpable in Klingbeil's speech, with Former Labor Minister Hubertus Heil calling out, "We are too boring."

Judging by the applause, Klingbeil's stance on Ukraine had the majority conference support, while Stegner and Mützenich seemed in the minority with their positions. Analysts suggest this controversy reveals a fundamental tension within the SPD, with some still holding onto peace-oriented ideals while others seek a more pragmatic defense strategy.
