The OSCE Parliamentary Assembly's latest report, titled "The Porto Declaration and Resolutions," has raised significant concerns about the October 26, 2024 parliamentary elections in Georgia. The report, which is currently in circulation but not yet published on the official website, highlights numerous irregularities and violations during the electoral process, as stated by the ODIHR election observation mission.

The report, adopted during the OSCE PA annual session on July 3, 2025, is a comprehensive document that addresses Georgia from multiple angles. It condemns the disproportionate use of force against peaceful protesters, arbitrary detentions, political prosecutions, and ill-treatment of journalists, activists, and opposition politicians. The report also expresses deep concern about the Georgian government's adoption of laws perceived as consolidating power, including regulations on foreign agent registration, radio and television, and grants.

The overall political situation in Georgia is described as deteriorating, with the government moving away from European integration. The report further criticises the growing anti-EU rhetoric and the strengthening of ties with the Russian Federation and China, which is seen as incompatible with Georgia’s declared European aspirations.

In response to these findings, the OSCE PA has made several recommendations. The Assembly calls on the Georgian Dream government to immediately release all political prisoners and organise new, free, fair elections that genuinely reflect the will of the Georgian people. The report also welcomes the invocation of the OSCE Vienna Mechanism to address ongoing human rights, democratic process, and rule of law concerns in Georgia. It urges continued dialogue and cooperation to protect fundamental freedoms and democratic values in the country.

In summary, the OSCE Parliamentary Assembly’s report expresses deep concern over the conduct and aftermath of the October 26, 2024 elections, condemns governmental actions undermining democracy, and strongly advocates for releasing political prisoners and holding new democratic elections to restore legitimacy and support Georgia's European integration path. The report also emphasises the OSCE Vienna Mechanism's role in facilitating continued dialogue and cooperation in Georgia.

The OSCE Parliamentary Assembly's report, titled "The Porto Declaration and Resolutions," encompasses a wide range of issues, including war-and-conflicts, politics, and general-news, as it strongly condemns irregularities, human rights violations, and the strengthening of ties with foreign entities during the October 26, 2024 parliamentary elections in Georgia. In response to the findings, the Assembly has recommended organizing new, free, fair elections, addressing ongoing human rights concerns, and encouraging continued dialogue to protect democratic values in Georgia, highlighting the importance of the OSCE Vienna Mechanism in this process.
