Election outcomes in Plano: Citizens pick city councilors and school board representatives

In the 2025 local elections, Plano residents cast their votes for city council and school board seats, with a $648 million bond package also on the ballot. With most vote centers reporting, here are the uncertified results.

Plano City Council

Place 2:

Local businessman Bob Kehr seems set to clinch the seat, with approximately 55% of the votes. Going up against Carson Underwood and Douglas Reeves, Kehr aims to fill the spot vacated by the term-limited Anthony Ricciardelli.

Known for his IT services company, Kehr Technologies, Kehr boasts an impressive list of community involvements, serving on the Plano Chamber of Commerce's board of directors and the Plano Parks and Recreation Commission. He was even recognized as the Small Businessperson of the Year by the Plano Chamber of Commerce in 2022. Kehr also holds the role of board chair for Leadership Plano Class 36[1].

Place 4:

Local attorney Chris Krupa Downs appears to have an edge, with about 54% of the vote against former Plano ISD school board trustee Cody Weaver. Krupa Downs, an estate attorney, is the vice chair of Plano's Cultural Affairs Commission and serves on the board of the Plano Historical Commission. Additionally, she is an alumna of Leadership Plano[2].

In light of Plano being a mature city, infrastructure updates are vital, as Krupa Downs expressed at a Plano city council candidate forum at the Plano Rotary Club[3].

Place 5:

Steve Lavine seems poised for victory over Gary Carey, seeking to replace Shelby Williams who stepped down to run for Collin County commissioner. Lavine, a Leadership Plano and Plano Citizen's Academy alumnus, has experience working on city boards and commissions[4].

A bill in the Texas House, authored by Plano Rep. Matt Shaheen, could potentially reduce funding for Dallas Area Rapid Transit, a topic Lavine spoke about during his campaign, echoing concerns shared by the current city council[5].

Place 8:

Vidal Quintanilla seems likely to win this race against Hayden Padgett, hoping to replace Rick Smith who is term-limited. Quintanilla, a health care Human Resources professional, serves on the city of Plano's Community Relations Commission. As a Leadership Plano graduate, he has also worked as a Collin County election clerk[6].

Quintanilla spoke about revitalizing local infrastructure by strategically bringing in small businesses to fill vacant storefronts[7].

Plano ISD

Place 2:

Sam Johnson has a solid lead in the race to fill Angela Powell's seat, as she didn't file for another term. Graduate of Plano Senior High School and owner of a business law firm, Johnson serves on the city of Plano's Board of Adjustment and has been on the board of the Anti-Defamation League since 2012[8].

Place 3:

Nancy Humphrey appears set for reelection as school board president, facing competition from Harper Weaver. Humphrey, who is also the chair of the district's legislative subcommittee, boasts experience advocating for Plano ISD in Austin and previously worked as the executive director of the Hendrick Scholarship Foundation until her retirement in 2019[9].

Place 6:

Elisa Klein seems to be ahead of both Andrew Rettke and Dash Weerasinghe in the race to fill Jeri Chambers' seat, with about 56% of the vote. Notably, Klein ran for Plano City Council Place 8 in 2021 but lost to Rick Smith, garnering approximately 47% of the vote[10].

Klein's background includes business ownership and experience as a PTA parent[11].
