Eighteen-year-old citizens in South Korea have become automatic regular voters

The Commission on Elections (Comelec) in the Philippines has announced that 18-year-old Sangguniang Kabataan (SK) voters will be automatically transferred to the regular voters list for the upcoming Barangay and Sangguniang Kabataan Elections (BSKE), scheduled for December 1, 2025.

This transition does not require a separate application. Instead, the Comelec updates voter status records automatically as part of its voter registration system. Once an SK voter turns 18 years old, they become eligible to vote in regular elections, and their registration is updated accordingly.

The primary requirements for this automatic transfer are that the voter remains registered and has not been deactivated for reasons such as failure to vote in two consecutive elections or transfer without filing for transfer.

For any changes such as transfer of residence, correction of entries, or reactivation (if the voter was deactivated for missing elections), COMELEC allows filing of appropriate applications and document submissions, often supported by valid IDs or proof of address.

The registration process for both new voters and current regular voters started on August 1, 2025, and will continue until August 10, 2025. The registration process is available at Offices of the Election Officer, satellite registration sites, and Special Register Anywhere/Anytime Program (SRAP) sites throughout the country.

It is worth noting that those who were SK voters aged 18 and above can participate in barangay elections without the need for re-registration, according to Comelec Chairman George Garcia.

The registration sites for the upcoming elections also include Offices of the Election Officer, satellite registration sites, and Special Register Anywhere/Anytime Program (SRAP) sites. The automatic transfer of SK voters to regular voters will involve importing their registration records.

In conclusion, the automatic transfer for an 18-year-old SK voter to a regular voter occurs through Comelec's system update on reaching the age of majority, assuming the voter is active and properly registered under the voter registration laws in the Philippines. The registration period for new voters and current regular voters is ongoing, with the deadline for new voter registration being August 10, 2025.

  2. As war-and-conflicts or policy-and-legislation changes globally, migration patterns can significantly affect election outcomes, especially as younger generations become eligible to vote.
