Efficiency demonstrated in Ca Mau Province's dual-tier local governance system

In the southernmost province of Ca Mau, a series of transformative changes are underway, with the adoption of the two-tier local government model and a renewed focus on improving the political system and enhancing its effectiveness.

Nguyễn Hồ Hải, the secretary of the Ca Mau Province Party Committee, has been leading these efforts. The province has been operating smoothly and efficiently since the implementation of the two-tier model, a month ago.

The Ca Mau Province Party Committee has prioritized retaining competent, experienced, and politically integral officials. Staff appointments have been appropriate, ensuring stability. The entire political system in Ca Mau has shown great responsibility and solidarity with Party and State policies.

The province will study, disseminate, and develop thematic resolutions, programmes, and plans to implement resolutions of Party congresses at all levels and the 2025–30 Provincial Party Congress. This includes promoting patriotic emulation movements across all sectors in preparation for the 14th National Party Congress.

Thorough implementation of Party resolutions is another key focus area. The province will concentrate on four pillars: science and technology, innovation and digital transformation; international integration; law-making and enforcement; and private sector development. Additionally, the province will promote decentralization and sharing of authority between the Government and the two-tier local administration while reviewing available resources and advantages for development.

Strengthening administrative discipline is also a priority. The province aims to address avoidance of responsibility, fear of mistakes, and build an ethical, capable, and politically steadfast civil service. This includes focusing on combating corruption, waste, negativity, and efficiently mobilizing resources.

The Ca Mau Province Party Committee also emphasizes the importance of preparing for democratic, lawful, safe, and economical elections to the National Assembly and People’s Council at all levels for the 2026–31 term.

To improve administrative performance under the two-tier local government model, Ca Mau is streamlining its apparatus and improving personnel quality. Province- and commune-level State agencies, Party bodies, the Việt Nam Fatherland Front and socio-political organisations have been established or streamlined for greater efficiency.

Decentralisation and delegation of authority have been implemented, improving the quality and efficiency of administrative procedures and public services. The principle of selecting the right person for each job is being followed, and provincial officials with appropriate expertise have been deputed to assist at the commune level.

The provincial public administration service centre has been strengthened, and similar centres have been set up in all communes. These centres aim to provide accessible and efficient public services to the people of Ca Mau.

The Ca Mau Province Party Committee calls on officials and Party members to uphold responsibility, solidarity, creativity, dedication, and continuous learning to adapt to organizational changes and serve the people, placing the people at the center of all activities. Public trust and participatory engagement are emphasized to ensure stability and development of the province.

These directives align with broader institutional reforms in 2024–2025, including the application of information technology and digital transformation in administrative operations, strict control of social order, and coordinated implementation and supervision of tasks related to the two-tier local government system. The Ca Mau Province Party Committee is committed to continuing these improvements to ensure a prosperous and efficient future for the province.
