Edo Procurement System undergoes reform efforts by Okpebholo

In a bid to foster transparency, efficiency, and sustainability in public procurement, Governor Monday Okpebholo's administration in Edo State is implementing a series of reforms.

The Edo State Public Procurement Agency, headed by Deborah Okunbo, is spearheading these changes. The agency has partnered with the John Odigie-Oyegun Public Service Academy for procurement training, ensuring that all procurement officers are well-equipped with the latest practices.

The government's aim is to strengthen citizen oversight and build sustainability measures that reflect global best practices. To achieve this, Edo State plans to adopt open contracting standards and use artificial intelligence for fraud detection.

Contracts are being divided into smaller lots to provide more opportunities for small and medium enterprises (SMEs). This move is expected to promote fairness and equal access for businesses, especially SMEs.

All contracts are awarded to the lowest responsive and qualified bidder, with close scrutiny of pricing, quality, and timelines. To prevent collusion and sharp practices, those with personal interests in contracts are required to step aside.

Officials involved in bid evaluations must sign a code of conduct and declare any conflict of interest. Mandatory disclosure of procurement records is being enforced across all ministries, departments, and agencies, ensuring transparency in government spending.

E-procurement has been introduced, including automated contractor registration certificates. A new online portal with real-time payment options is soon to go live, further streamlining the procurement process.

Plans are underway to integrate ministries and agencies into an electronic bidding and evaluation system. This system is expected to promote fairness and equal access for businesses, especially SMEs.

Governor Okpebholo is committed to creating a procurement system where corruption cannot thrive and public resources deliver the best results for the Edo people. Citizen feedback is used to monitor projects and confirm they meet expectations.

All procurement activities in Edo State are focused on citizens' interests. The government is working towards a procurement system that is open, fair, and efficient, setting a new standard for public service in Nigeria.
