Justice Minister Boying Remulla has applied for the position of Ombudsman, a role that would grant him oversight of pending cases against Vice-President Duterte-Carpio. However, a complaint lodged against Remulla and several other high-ranking Philippine government officials, including Interior Secretary, Defence Secretary, National Security Adviser, police chief, and police spokeswoman, could potentially impact his chances of assuming the role.

The complaint, lodged in Davao City, Philippines on March 28th, 2023, is related to alleged crimes against humanity. However, the specific details of these crimes have not been disclosed. The objective of the complaint seems to be focused on Remulla's appointment as Ombudsman rather than the alleged crimes against humanity.

The complaint's alleged goal is to disqualify Remulla from becoming Ombudsman. The complaint was lodged against Remulla, Interior Secretary Teodoro Jnr, Defence Secretary, National Security Adviser Ano, former police chief Torre, Torre's predecessor Marbil, and former police spokeswoman Fajardo.

Legal experts, including Barry Gutierrez, a criminal law professor at the University of the Philippines, have expressed scepticism about the merits of the case. Professor Gutierrez stated that the chances of the case progressing further were 'close to zero.'

It's important to note that the complaint against Remulla, et al. is not mentioned to have any direct impact on Vice-President Duterte-Carpio's cases. Rodrigo Duterte, former President of the Philippines, had his son, Sebastian Duterte, lodge a complaint at the International Criminal Court on Monday, but the connection between this complaint and the one against Remulla remains unclear.

As Remulla's application for the Ombudsman position is currently under review by the relevant authorities, the outcome of this complaint could significantly influence his potential appointment. The Ombudsman's role is crucial in maintaining the integrity of the Philippine justice system, and the public will be closely watching the developments in this case.
