The President-elect Trump has announced the deployment of a new government efficiency team, known as the Department of Government Efficiency (DOGE), which aims to slash employees and spending at federal agencies. The team, backed by entrepreneur Elon Musk, plans to work out of the Washington offices of Musk-owned Tesla and is expected to have office space in the Eisenhower Executive Office Building on the White House campus.

The DOGE has pledged to use their business acumen and outsider status to effect change in the government. OMB Director-designate Russ Vought has expressed overlapping views with DOGE, stressing his goal to shrink the federal workforce and the responsibilities of federal employees.

The DOGE plans to send two team members to each major agency, have staff within the Office of Management and Budget (OMB) and the U.S. Digital Service. Many of the staff for the non-governmental DOGE will receive 'special governmental employee' status, allowing them to work only part of the year and subjecting them to certain ethics rules.

However, concerns have been raised about the lack of transparency and clear structure for the DOGE. Donald Sherman, executive director and chief counsel at Citizens for Responsibility in Ethics, has expressed concerns about the chain of command for those individuals and career civil servants. There is uncertainty about who is paying for the DOGE employees and what sort of guardrail or oversight is in place.

Musk's legal liability could change depending on the role he formally accepts. Walt Shaub predicts Trump could grant Musk a blanket exemption from ethics rules. Special government employees must submit financial disclosure statements to ethics officials and resolve conflicts of interest.

The financing of the DOGE is supported by institutional investors such as Pantera Capital, CleanCore Solutions, and a collective called House of Doge, who have made treasury purchases worth hundreds of millions of dollars. However, as a decentralized cryptocurrency, Dogecoin operates without centralized control or official regulatory oversight.

Robert Shea, who served as OMB's deputy director during the George W. Bush administration, sees potential for a good working relationship between his former agency and DOGE. If the deployed members engage career staff in a constructive search for workable, scorable ideas, it's a recipe for success. If they come in acting like they know all the answers and don't rely on that expertise, it's a recipe for disaster.

Musk and Ramaswamy have met with lawmakers and allies on Capitol Hill for support. The exact nature of the outside commission's role is not publicly described except to say it will make recommendations and help bring about cost and regulation-cutting proposals.

With the deployment of the DOGE, the Trump administration is taking a significant step towards reducing government spending and increasing efficiency. However, the lack of transparency and clear structure has raised concerns among ethics watchdogs and career civil servants. As the DOGE begins its work, it will be crucial to establish a clear chain of command and ensure that all decisions are made with the input and expertise of career staff.
