Berlin (dpa) - CDU General Secretary Carsten Linnemann is advocating for a major transformation in the agreed-upon revamp of citizen's income within the black-red coalition. "We've got to drill down to the heart of the system," Linnemann told the German Press Agency. "We can't just keep announcing new sanctions, as we've done in the past, that can't be implemented in the job centers."
Linnemann seeks a tight collaboration with Labor Minister Barbara Bas (SPD), who oversees the issue as vice-chair of the Union faction. The CDU politician emphasized, "We need to settle on one crucial point: If someone repeatedly refuses a reasonable job offering, even though they are obviously capable of working, then the state should presume they don't need assistance. And they should no longer receive citizen's income. We need a change in thinking here."
In the coalition agreement, Union and SPD have agreed to transform citizen's income into a new "basic security for job seekers." Employment placement should take priority, and barriers to employment for capable individuals should be removed. Stricter participation obligations and penalties are also on the table.
Solidarity Support: When Needed, Not Abused
Linnemann clarified, "For those who can't work due to physical limitations or other reasons, of course, they should receive full support from the solidarity community." However, he emphasized the principle, "Whoever can work, must work." No one should expect "those who go to work every day to pay for those who don't."
