This failed appointment, of the FDP candidate Alexander Vogel as the new head of personnel, digitalization, and economy, is also a subject of Ulsmann's critique.

Economically, Wuppertal is struggling. Ulsmann proposes strict budget control and scrutiny of all expenditures to address this issue. He points to catastrophic financial misjudgments, such as the 30-year lease of the Federal Railway Directorate, the still-under-renovation Mählersbeck swimming pool, and the million-dollar BUGA project, as examples of poor financial management. In light of this, Ulsmann has outlined further goals, which include the immediate cessation of the BUGA project.

Socially, Wuppertal has an acceptance rate for refugees that is 135% above the federal and state average. With approximately 60,000 recipients of social benefits in the city, Ulsmann calls for a reevaluation of the city's social services.

Ulsmann has also criticized the SPD, CDU, and Greens for preventing an honest confrontation with the real problems in Wuppertal. He believes the city has not developed due to obstructive policies, especially from the SPD and CDU.
