U.S. Peace Plan for Sudan Faces Challenges Amidst Ongoing Conflict

The United States is leading a coalition of mediators in a peace plan aimed at ending the conflict in Sudan, a nation currently embroiled in Africa's third largest territory's deadliest war. The plan focuses on urging a ceasefire and improving the delivery of humanitarian aid, as the crisis continues to worsen.

On Monday, Sudan's army chief Abdel Fattah al-Burhan met with the United States' senior advisor for Africa, Massad Boulos, in Switzerland. The meeting, which marked the highest-level engagement in months, discussed the U.S. peace plan in depth. Burhan emphasized that the Rapid Support Forces (RSF) have no political role in Sudan.

However, the ongoing conflict between the Sudanese Armed Forces (SAF) and the RSF shows little sign of abating. The RSF, responsible for the deaths of 40 people in a displacement camp in North Darfur, intensified its attacks on El-Fasher, a state capital in the western Darfur region. The war, which began in April 2023, has resulted in tens of thousands of deaths and created the world's largest hunger and displacement crises.

The RSF's announcement of a "parallel civilian administration" in areas under its control has further escalated fears of Sudan's territorial fragmentation. The African Union and the international community recognize only the Transitional Sovereignty Council and the civilian transitional government as legitimate authorities, rejecting the RSF's newly declared administration.

Previous high-level peace meetings, such as the African Union's February 2025 summit, have failed to result in enforceable ceasefires or significant political progress. The UN Security Council has been relatively inactive or divided on Sudan-related resolutions throughout 2025, reflecting international political complexities and resource constraints.

The humanitarian crisis continues to deteriorate, with the blockade of aid, violence, and political instability severely limiting the delivery of necessary assistance. Across Sudan, nearly 25 million people are suffering from dire food insecurity. As a result of the siege in the city, 63 people, mostly women and children, died of malnutrition within a week this month.

The U.S. and its allies face serious challenges in implementing the peace plan on the ground. Despite international calls for a ceasefire, the conflict between the SAF and the RSF continues, with both sides controlling different territories and showing little adherence to ceasefire demands. The meeting between Burhan and Boulos in Switzerland is a sign of a potential escalation in U.S. peace efforts for Sudan, but the road to a lasting peace remains uncertain.
