Recent talks in Istanbul, as described by Kremlin sources, have been largely symbolic or attempts by Russia to signal openness to peace to external actors like President Donald Trump. Putin continues to demand full control over occupied Ukrainian territories, including Luhansk, Donetsk, Zaporizhia, and Kherson oblasts, before agreeing to peace, indicating no real compromise at present.

Turkish President Recep Tayyip Erdogan has been advocating for Istanbul as the location for meetings between Putin and Zelensky to end the war. However, Ukraine and Turkey stress that Ukraine must be involved for negotiations to succeed. No definite date has been set for additional rounds of talks, although Istanbul remains a likely venue.

The stalemate in negotiations is not surprising, given the recent developments. Foreign Minister Hakan Fidan of Turkey and Russian counterpart Sergey Lavrov had a phone conversation on August 7, during which the ongoing war between Russia and Ukraine was the topic of discussion. The conversation took place a day after the U.S. and Russia agreed to hold a high-level meeting to discuss ways to end the Russia-Ukraine war.

However, the conversation did not provide further details about the potential high-level meeting in Istanbul. The meeting between Witkoff and Putin resulted in an agreement for a snap bilateral meeting between Trump and Putin next week, but it is unclear how this will impact the ongoing peace negotiations.

Istanbul has already hosted three rounds of direct talks between Russian and Ukrainian delegations in May, June, and July. Despite these efforts, active fighting continues with little movement on ceasefire or peace terms.

As the war continues, the international community must remain vigilant and work towards finding a peaceful solution to the conflict. Only through genuine negotiations and compromise can the people of Ukraine find the peace and stability they deserve.
