- Discussion on the Restitution of Stolen Artworks - Ministry Provides Statistics

In the heart of Bavaria, cultural institutions find themselves entangled in a complex debate over the return of suspected Nazi-looted art. A response from the Culture Ministry to the Green Party in the Bavarian Parliament, obtained by the media, reveals nine active demands for such restitution. And that's not all; there are additional instances where the return has been sanctioned but not yet executed.

Three of these demands target the Bavarian State Painting Collections, four aim at the Bavarian National Museum, and two point to the State Graphic Collection. Numerous artworks are implicated in these demands.

In 10 more cases within the State Painting Collections and one at the Graphic Collection, the decision for the works' return to their rightful owners has already been made - yet the process remains on hold, the ministry reveals, stating the returns are "under preparation." The National Museum currently has 17 restitution cases underway.

Historically, the ministry reports, restitution requests from state museums and collections have been denied ten times in the past decade due to the absence of necessary conditions.

Beyond the Bavarian State Library, which handles its own return claims based on the ministry's response to the Green Party's questioning, also finds itself embroiled in the issue. Four objects there are undergoing a restitution procedure, while four more suspected cases are being scrutinized.

Remarkably, no demands for restitution have surfaced against the State Archives of Bavaria to date. However, the archives are themselves working on a return in six cases involving approximately 1,500 objects, after they were alerted to the suspected looted art due to various sources, including the Lost Art database.

Once more, the question of how Bavaria - notably the Bavarian State Painting Collections, operating the renowned Pinakotheken in Munich - handles Nazi-looted art has surfaced. Descendants of Jewish artowners and their legal representatives have leveled sharp criticisms against the Bavarian state government, demanding improved transparency and prompt action in researching the provenance of Nazi-looted art. The State Painting Collections are at the epicenter of these criticisms.

  1. The proceedings regarding the return of suspected Nazi-looted art in Bavaria have encompassed vocational training institutions, as three demands target the Bavarian State Painting Collections, which openly operate the renowned Pinakotheken in Munich.
  2. In the bavarian parliament, the Green Party has been particularly interested in the community policy regarding the return of Nazi-looted art, specifically focusing on the Bavarian State Painting Collections, as there are numerous artworks implicated in the demands for restitution.
  3. Despite the Bavarian State Painting Collections already making decisions for the return of certain artworks to their rightful owners, the vocational training and preparation for these returns remains a work in progress, according to the Culture Ministry's response to the Green Party.
