Discussion Focus on Ukraine's Security Assurances Should Headline the Upcoming Meeting, According to Estonia's Prime Minister
In a significant move, the Coalition of the Willing, comprising the United States, Estonia, and other European leaders, has pledged robust and credible security guarantees to Ukraine at a meeting held in August 2025. The guarantees aim to help Ukraine effectively defend its sovereignty and territorial integrity.
The coalition is prepared to support Ukraine with military and diplomatic tools to deter aggression. A key aspect of these guarantees is the planned deployment of a multinational reassurance force once a cessation of hostilities is in place. However, some analysts criticise this as potentially symbolic or insufficient compared to NATO’s collective defense under Article 5.
The coalition insists that peace talks must involve Ukraine and occur within the framework of a ceasefire or significant cessation of hostilities. If Russia refuses a ceasefire, sanctions and economic pressures should intensify. The coalition also opposes any forced alteration of international borders and rejects Russia’s potential veto over Ukraine’s security decisions.
Crucially, no limitations should be placed on Ukraine’s armed forces or their cooperation with third countries. Experts highlight that a key security guarantee is enabling Ukraine to maintain a large, modern, and well-equipped standing military under Ukrainian command as the best deterrent and foundation for security.
In a related development, European leaders, including French President Macron and UK Prime Minister Starmer, have emphasised Europe’s role in providing security guarantees. They aim to build a broader European security framework both during and after the conflict.
Estonian Prime Minister Kristen Michal called for providing Ukraine with strong and credible security guarantees at a meeting with US President Donald Trump and European leaders. Michal stated that an unconditional ceasefire is necessary for Ukraine to conduct negotiations. The Estonian prime minister also emphasised that Europe must be prepared to take the lead in providing security guarantees for Ukraine.
The meeting in Washington, which included Ukrainian President Volodymyr Zelensky, saw President Trump confirm the United States' readiness to contribute to Ukraine's security guarantees. Michal suggested that by acting themselves, Europe can hope to convince the Americans to do the same.
Estonia believes that Ukraine's future in the European Union and NATO is the best long-term guarantee they can offer. However, no new information was provided about specific security guarantees or contributions from Estonia, or about Ukraine's potential membership in the European Union or NATO.
In summary, the coalition’s security guarantees involve diplomatic backing, economic sanctions to pressure Russia, military cooperation with no restrictions, and a multinational reassurance force, with a broader goal of integrating Ukraine’s security within a future European framework. The international community continues to express its full support for Ukraine as it navigates this challenging time.
