Council Approves Berlin's Administrative Reform to Squash Bureaucratic Ping-Pong

Committee's Green Light on Bureaucratic Reforms: Ping Pong Game Continues - Directors endorse the transformation plan.

Breaking the endless cycle of bureaucracy, Berlin's coalition government is pushing through an administrative overhaul.

  • The Main SqueezeThe Main Committee of the House of Representatives gave the green light to the reform, with broad support from the CDU, SPD, Greens, and Left Party factions. The state parliament vote is lined up for next Thursday.
  • The Banana Peel: Disputes Be GoneAt the heart of the reform is the "Act on the Reorganization of Relations between the Senate and Boroughs", due to kick off at the start of 2026. The act tackles potential disputes between the state and boroughs, such as competency conflicts, by establishing an independent arbitration panel.

The panel, set to be on deck at the start of each legislative period, will consist of seven members, including the chairperson, all of whom will be elected by the House of Representatives. The Senate can propose three members, while the Council of Mayors can offer three for the boroughs. In exceptional cases, the Senate is only allowed to overturn or amend the arbitration panel's decision.

  • Peeling the ConstitutionThe Main Committee also rubber-stamped a law amending Berlin's Constitution, which requires a two-thirds majority in parliament. Black-Red will require opposition votes for this.

The amendment intends to clearly define the spheres of influence between the Senate and the boroughs and to enshrine the so-called principle of consistency in the constitution, thereby ensuring the boroughs receive the necessary funding when new tasks are assigned.

  • Top Banana: Mayor Kai WegnerOn the back of the vote, Mayor Kai Wegner (CDU) pronounced his vision for a more efficient administration. "This administrative reform marks the start of a faster, more efficient, and more citizen-friendly Berlin," Wegner boasted.
  • The Big, Juicy AppleThe administrative reform is the Senate's critical project in this legislative term. It's all about sinking the teeth into the infamous "bureaucracy ping-pong" – those irritating back-and-forth requests between different administrative departments.
