Most of the factions from the CDU, SPD, Greens, and Left agreed on the reform, with the vote in the state parliament set for next Thursday. The Act on the Reorganization of Relations between the Senate and Districts is set to roll out at the beginning of 2026.

So, how will this reform put an end to the endless back-and-forth of administrative issues? The Magic Solution? An independent arbitration panel with seven members. The Senate and the Council of Mayors can propose candidates for this panel to be elected by the House of Representatives. And here's the kicker: The Senate can only override the decisions made by the arbitration panel in exceptional cases.

Additionally, the reform plans to change the Berlin state constitution, requiring a two-thirds majority in parliament. But hey, they'll need votes from the opposition, so let's hope we all agree on making Berlin Administration more efficient!

But why stop there? The reform also aims to clearly separate the competencies between the Senate and the districts and ensure that the districts receive necessary funds for new tasks. That means no more excuse of "It's not in my jurisdiction!"
