Macron hails the "German-French pact"

Setting out on his maiden foreign trip mere hours after his chancellorship and inauguration, Merz embarked on a diplomatic courtship with Macron. The discussion in Paris was harmonious, with a left-right embrace, back-slapping, and an arm-in-arm stroll into the Élysée Palace. "We aim to infuse new momentum into the French-German friendship and deepen our collaboration at every level," Merz declared later at a joint press conference.

Macron referred to the "German-French instinct" that both leaders wanted to reactivate everywhere. He expressed a shared desire for their joint action to address the challenges facing Europe, focusing on sovereignty, security, and competitiveness.

Tricky terrain between Macron and Scholz

Building bridges in the German-French relationship is no easy feat. The rapport between Macron and Merz's predecessor, Olaf Scholz (SPD), was off to a rocky start despite their attempts to patch things up during elegant Parisian dinners and at the venerable fish stall on the Elbe in Hamburg. The French-friendly Merz is working diligently to smoothen things over. Before he attained the chancellorship, Merz had already met with Macron on several occasions. The camaraderie between them is palpable.

While Scholz and even former Chancellor Angela Merkel let Macron's initiatives for more sovereignty, notably his 2017 speech at the Sorbonne University, fall by the wayside, Merz is now aligning himself with the French president. For instance, the idea of a joint European nuclear deterrent based on French nuclear weapons, once rejected by Scholz, is now being considered by Merz. "I believe it's crucial that we, along with France and the UK, engage in discussions on how we can maintain a joint deterrent in the future," said the CDU politician. He clarified that this proposition is meant as a complement to the American nuclear umbrella. Macron, in turn, supported accelerating Franco-German arms projects and regular consultations of the Franco-German Defense and Security Council.

Merz treads cautiously on a potential German role in securing a Ukraine ceasefire

Merz exhibited caution when discussing potential German contributions to securing a possible ceasefire in Ukraine. "Before a lasting ceasefire and an agreement with Russia are achieved, we cannot provide details on the level of security guarantees we can offer Ukraine, as the conditions are still uncertain," Merz stated. France and the UK had already expressed their willingness to deploy troops to Ukraine to secure a peace agreement, along with allies.

Foreign Minister Wadephul accompanied the Chancellor in Paris and Warsaw, highlighting a commitment to a coherent new foreign policy. This is a departure from the past, as the previous coalition government saw incoherency, particularly in Ukraine policy. Interestingly, for the first time in almost 60 years, the Chancellor and Foreign Minister belong to the same party, a shift from the past (since the 1960s) when the top diplomats were mainly appointed from smaller coalition partners.
