Diplomatic impasse in Ukraine conflict: Negotiations between Putin and Trump yield no progress on peace agreement

As of early July 2025, the Ukraine conflict continues to unfold with significant military activity and diplomatic exchanges. The latest developments have seen intense clashes, high-level discussions, and a growing divide within Europe over increased arms deliveries.

On July 3, US President Donald Trump called Russian President Vladimir Putin, urging a quick peace in Ukraine. However, Putin rejected this call, reaffirming his commitment to Russia's war goals and dismissing meaningful negotiations. This stance conflicts with any claims of Russia’s willingness to negotiate seriously.

The following day, President Trump acknowledged Putin’s unwillingness to end the war, making clear that Kremlin officials lack interest in good-faith negotiations with Ukraine. Despite the tension, there was a diplomatic engagement where Ukrainian President Volodymyr Zelensky and President Trump discussed diplomatic efforts and joint support for Ukraine’s defense industrial base.

Militarily, Russia conducted its largest combined drone and missile strike against Ukraine since the full-scale invasion began, targeting primarily Kyiv. Ukraine responded with strikes on Russian military facilities, including an airfield reportedly hit with a glide bomb store on July 5.

Ukrainian forces continue to make advances near key positions such as Kupyansk, while Russian forces also reported advances in northern Sumy Oblast and other areas. There were also several prisoner of war exchanges between Ukraine and Russia following earlier agreements.

The US remains a key military aid provider, especially with Patriot missile systems, which are crucial for Ukraine to defend against Russian ballistic missile strikes. However, the US has recently suspended some aid deliveries to replenish its own stockpiles, raising concerns about Ukraine's long-term air defense capabilities. Trump expressed that Ukraine would need more Patriot missiles after the recent attacks.

The civilian population in Eastern Europe continues to bear the brunt of the deteriorating situation. At least 23 people were injured in the attacks, and there are reports of several residential buildings, schools, and hospitals on fire. Ukrainian air defense can now only intercept about half of Russian attacks due to the halt in deliveries of Patriot missiles and precision weapons.

Kyiv's military administration chief, Tymur Tkachenko, commented that the Russians bring nothing but terror and murder. Lord Skidelsky stated, "Europe is waging a proxy war." Moscow is exploiting the weakness in Ukrainian air defense to advance further in the east.

The conversation between Moscow and Washington took place just before a new wave of Russian attacks on the Ukrainian capital Kyiv. Ukrainian Foreign Minister Dmytro Kuleba described the past night as "one of the worst of the entire time" since the start of the war. President Volodymyr Zelenskyy accused Moscow of deliberately using the talks between Trump and Putin to launch a new escalation wave.

Despite the diplomatic stalemate, both sides continue to pursue their respective goals, with the conflict showing no signs of abating in the near future. The international community is urged to find a peaceful resolution to this ongoing conflict and alleviate the suffering of the civilian population.

  1. The ongoing diplomatic conversation between the United States and Russia, as evidenced by President Trump's call to President Putin, is part of the general news, politics, and war-and-conflicts narratives, given the tense war-goals and negotiations surrounding the Ukraine conflict.
  2. Amidst the ongoing military activity in Ukraine, concerns over crime-and-justice have risen as the civilian population in Eastern Europe continues to bear the brunt of the conflict, with innocent people being injured and residential buildings, schools, and hospitals being set ablaze.
