Philippines: Public Satisfaction with Government Institutions

A recent survey by WR Numero has revealed shifts in the public's satisfaction with various government institutions in the Philippines.

The survey, conducted in August 2025, found that the current public satisfaction rate for the House of Representatives stands at 44%. This is a slight dip from the 48% recorded in April of the same year. However, it's important to note that 68% of Filipinos are satisfied with the performance of their own congressional district representatives personally[1].

The Senate's performance saw a more significant improvement, with 49% of Filipinos expressing satisfaction, up from 44% in April. Nearly one in three Filipinos remain unsure of their assessment of the Senate[1].

The Supreme Court also experienced a drop in dissatisfaction, with 14% of Filipinos expressing dissatisfaction, down from 25% in April. This represents a 9 percentage point increase in satisfaction with the Supreme Court[1].

Interestingly, dissatisfaction is highest among supporters of the Duterte family and their allies, while approval is highest among pro-Marcos supporters for all three institutions - the Senate, Supreme Court, and House of Representatives[1].

The survey also gauged public satisfaction with the Senate, Supreme Court, and House of Representatives. It was conducted after the Supreme Court ruling on the impeachment of Vice President Sara Duterte and following President Ferdinand "Bongbong" Marcos Jr.'s State of the Nation Address[1].

Other surveys, such as those by OCTA Research, report somewhat higher satisfaction rates for the House’s performance, though these come from a different firm and methodology[2][4].

In terms of political alignments, most Filipinos approve of the Supreme Court, with satisfaction highest among pro-Marcos supporters at 72%. Approval of the Senate is highest among pro-Marcos supporters at 64%, and opposition-aligned Filipinos at 59%[1].

Among Filipinos not aligned with any faction, 44% are unsure of their assessment, 38% are satisfied, and 18% are dissatisfied with the Senate[1]. The House of Representatives sees a similar pattern, with 44% unsure, 38% satisfied, and 22% dissatisfied[1].

In conclusion, while the overall satisfaction with the House of Representatives as a whole is at 44%, a significant majority of Filipinos are satisfied with their own district representatives. The Senate and Supreme Court have also seen improvements in public satisfaction, particularly in the reduction of dissatisfaction. These findings provide valuable insights into the public's perception of their government institutions.
